The city of Pullman engineering staff provide design for new public works projects, monitor and administer public works construction contracts, maintain engineering and utility records, and provide traffic engineering.  The public works director is also responsible for government buildings, protective inspections, maintenance and operations, transit, vehicle maintenance, and the wastewater treatment plant.

The protective inspections portion of the public works department works out of the engineering office and provides technical plan review, inspections of structures under construction, and supervision of special inspections.  Other duties include providing education concerning state building code requirements to the public, contractors, developers, architects, engineers and business people through meetings, classes and newsletters.
