What is the maximum general property tax levy allowed by state statute?

Cities like Pullman, who have Firemen Pension Funds, have a maximum General Levy limit of $3.60/$1,000 of assessed value (RCW 41.16.060). Those cities, which do not have Firemen Pension Funds, have a maximum General Levy limit of $3.375/$1,000 of assessed value. With the passage of Initiative 747, levy increases are limited to one percent or the implicit price deflator, whichever is less. The initiative does not limit voter approved levies and does not limit growth to the assessed value of property.

On September 17, 2002, the voters of Pullman approved the Metropolitan Park District Levy of $0.4202/$1,000 of assessed value. Although this is not a city levy it is mistakenly considered a city levy because the proceeds of this levy are paid to the city for providing parks, recreation, and Aquatic Center services.
